The offices of County business taxes?

I recently purchased an item from the shop of a semi-renowned line and charged me 9.75% for "Los Angeles County Sales Tax" I live in California, but do not live in Los Angeles and I wonder what the rules for levying a tax like this CA instead of regular state taxes like any other business.

The rules are very strange, to say the least. Technically, the online shop is correct. This purchase is deemed to have taken place in the County of Los Angeles, and then contracts with the online store to an outside company (such as UPS) for purchase in your home. Thus, two separate transactions, as one. However, if you buy an item (such as a sofa) in Los Angeles County, and the seller delivers said couch at home in his own truck, then the sale is deemed to have occurred at the point of delivery, which is his home, and not be subject to VAT. Further complicating the issue, most states have exemptions for cars purchased thusly to keep dealers automobiles in the county to compete with those outside the county. Confused? Of course it is. :)
